Diplomat Arthur (Personnaz) is hired to write a speech for the French foreign minister (Lhermitte) to deliver at the UN, but it proves unexpectedly tricky. Tavernier's adaptation of a cult French comic book is overly talky, feeling more like a radio play than a film, and the characters are too lightly sketched.
